Closed Circuit Television System 2007 Annual Report (DCPI Research Link)MPD - Annual ReportsIn 2006, the Council of the District of Columbia amended regulations governing the use of Closed Circuit Television (CCTV) by the Metropolitan Police Department (MPD) in Title 24 District of Columbia Municipal Regulations (DCMR), Chapter 25. As a result of the Council’s governance and MPD’s comprehensive policies and procedures, the District of Columbia’s CCTV system is the most tightly regulated system of its kind in the Nation. The CCTV program meets the criminal justice video surveillance guidelines adopted by the American Bar Association.

A Comparison of Email Versus Letter Threat Contacts Toward Members of the United States Congress (DCPI Research Link)K.A. Schoeneman-Morris, M.J. Scalora, G.H. Chang, W.J. Zimmerman, Y. GarnerTo better understand inappropriate correspondence sent to public officials, 301 letter cases and 99 email cases were randomly selected from the United States Capitol Police investigative case files and compared. Results indicate that letter writers were significantly more likely than emailers to exhibit indicators of serious mental illness (SMI), engage in target dispersion, use multiple methods of contact, and make a problematic approach toward their target. Emailers were significantly more likely than letter writers to focus on government concerns, use obscene language, and display disorganization in their writing. Also, letter writers tended to be significantly older, have more criminal history, and write longer communications. A multivariate model found that disorganization, SMI symptoms, problematic physical approach, and target dispersion significantly differentiated between the correspondence groups. The group differences illuminated by this study reveal that letter writers are engaging in behavior that is higher risk for problematic approach than are emailers.

April 2007 Memorandum of Agreement Progress Report (DCPI Research Link)MPD - Force Investigation Team/US Department of JusticeThis quarterly report reflects MPD’s Memorandum of Agreement with the Department of Justice under which MPD is regularly reviewed by an independent monitor on its practices as they relate to police use of force. The agreement provides for an initial assessment of operations, followed by implementation of strategies, and quarterly review so that Metropolitan Police Department will be a model for the nation on how to uphold the rule of law while using force only when and to the extent necessary.
