DC Lawyers for Youth

Metropolitan Police Department (MPD) statistics show that youth arrests are at a five-year low after having declined 15 percent since a recent peak in 2009. MPD statistics also demonstrate that youth arrests in 2011 accounted for the lowest proportion of overall arrests than any other point in the last five years, that youth arrests over a variety of offense categories have declined substantially over the last five years, and that youth arrests for homicide in the District are at an all-time low since 2007.

Social Networks and the Behaviors of Youth in the District of Columbia: An Interim Research Report (DCPI Research Link)
Meagan Cahill, Samantha S. Lowry, Caterina Roman

The D.C. Crime Policy Institute, in partnership with Temple University, is conducting a study on the behavior and social networks of youths ages 14 to 21 in Washington, D.C. The study measures both positive activities (e.g., sports, after-school programs) and delinquent behaviors (e.g., theft, violence) and uses data on social networks to understand how relationships influence behavior and, in turn, to provide insight on how to best prevent youth involvement in delinquent or violent activity. Our preliminary analysis, outlined in this report, finds that nonpeer relationships (teachers, mentors, extended family members) may be just as important as peer relationships when examining delinquency and violence.

Using the Weighted Displacement Quotient To Explore Crime Displacement From Public Housing Redvelopment Sites (DCPI Research Link)
Meagan Cahill

"HOPE VI, a federal funding initiative begun in 1992, is designed to eradicate severely distressed public housing. The program implicitly recognized the importance of geography to its efforts, also aiming to improve conditions in areas surrounding sites targeted for improvement under HOPE VI. This article considers changes effected by HOPE VI redevelopment from the perspective of geography, examining the spatial movement of crime in and around five public housing sites in Milwaukee, Wisconsin and Washington, D.C., throughout their redevelopment, using the Weighted Displacement Quotient (WDQ). The results from Milwaukee were mixed, with evidence of crime displacement provided by some of the WDQs. In Milwaukee, the redevelopment’s reduction effects on crime grew with time and were stronger later in the study period. The results from Washington, D.C.’s Capitol Gateway and Capper/Carrollsburg sites were much more consistent than those from Milwaukee, because the WDQs for different areas and time periods produced similar results, indicating a diffusion of benefits. Because of its simplicity, the WDQ should be attractive to practitioners who are studying the effects of this type of redevelopment,as long as the method is used with the understanding that the results are descriptive.
